Key Decision Under Gujarat Textile Policy 2024: CM Bhupendra Patel
CM Bhupendra Patel announces an important decision under Gujarat Textile Policy 2024 to strengthen the state’s textile industry and investments.

For the first time, under the Textile Policy-2024, Chief Minister Shri Bhupendra Patel has adopted a focused approach to strengthen the empowerment and income growth of women’s Self-Help Groups (SHGs) in both rural and urban areas.

To further broaden this approach towards women empowerment, the Chief Minister has issued directions to make important amendments in certain provisions of the Textile Policy. Accordingly, one or more Self Help Groups consisting of women associated with similar livelihood objectives, registered under the National Rural Livelihood Mission and the National Urban Livelihood Mission, or other voluntary Self Help Groups, will be eligible to receive benefits under the Textile Policy.

The Chief Minister has also taken another decision that units engaged in non-polluting textile manufacturing activities related to garments, apparel and made-ups, stitching, embroidery, and other activities, which fall within municipal area limits in the state, will also be granted benefits under the Textile Policy-2024.

Recognizing the important role of the textile industry in the state economy and national economic progress, the Chief Minister has adopted a strategy in the Textile Policy-2024 to analyze every segment of the textile value chain and place special focus on garments and apparel as well as technical textiles.

As part of this, non-polluting textile activities such as garments, apparel and made-ups, stitching, embroidery, and other value-added activities, which fall under the prevailing White Category and Green Category of the Gujarat Pollution Control Board (GPCB) or equivalent existing provisions or category classifications of the GPCB, and units established within municipal corporation limits, will also be considered eligible for assistance under the Gujarat Textile Policy-2024.

As a result of this decision by Chief Minister, non-polluting textile units located within municipal corporation limits in the state will receive extensive benefits from the scheme. Additionally, employment generation in urban areas will be encouraged and local employment opportunities for skilled and semi-skilled workers will increase. Recognition of non-polluting textile activities in urban areas will also create a favorable environment for the growth of Micro, Small and Medium Enterprises (MSMEs).

In addition, effective utilization of infrastructural facilities available in municipal corporation areas will take place, leading to a reduction in production costs and promoting competitiveness.

With labor-intensive and non-polluting textile activities such as garments, apparel, stitching, and embroidery being located in urban areas, women workers will get greater access to local employment opportunities, resulting in enhanced socio-economic stability and support in maintaining work-life balance.

Furthermore, encouragement to non-polluting activities will help achieve the objectives of environmental protection as well as balanced and sustainable industrial development. Along with the benefits available to Self Help Groups (SHGs) under the Gujarat Textile Policy-2024, the outcome of this decision by the Chief Minister will enable women of the state to become more economically empowered and self-reliant. Such measures will provide them with greater opportunities and empowerment, enabling them to become stronger in society, the economy, and the business sector.

Under the guidance of Chief Minister Shri Bhupendra Patel and Deputy Chief Minister and Industries Minister Shri Harsh Sanghvi, these amendments made to the Gujarat Textile Policy-2024 will also complement the textile sector in achieving the goal of making the country the world’s third-largest economy under the leadership of Prime Minister Shri Narendra Modi, and Gujarat will be able to make a leading contribution towards Viksit Bharat 2047.
