Closed Shree Sarala Mill to Be Transformed into Textile and Apparel Hub
The proposed textile and apparel cluster aims to revive a long-closed industrial site in Tirtol, generate employment, attract investment, and strengthen Odisha’s growing textile manufacturing ecosystem.

The Odisha government has announced plans to transform the premises of the defunct Shree Sarala Spinning Mill in Tirtol, Jagatsinghpur district, into a modern textile and apparel cluster, marking a significant step in the state’s efforts to expand its textile manufacturing base and create employment opportunities.

The proposed cluster will be developed on the site of the long-shuttered spinning mill, which once served as a major source of employment in the region before ceasing operations more than two decades ago. The redevelopment initiative is expected to breathe new life into the industrial asset while supporting the state’s broader vision of becoming a key textile and apparel destination in eastern India.

According to state officials, the project will focus on establishing a labour-intensive textile ecosystem capable of attracting manufacturers, supporting entrepreneurs, and generating large-scale employment. The cluster is expected to provide opportunities for local youth and skilled workers while reducing migration to textile hubs in other states.

The redevelopment plan aligns with Odisha’s ongoing push to strengthen its textile and apparel sector through supportive policies, infrastructure development, and investment promotion. Recent initiatives, including textile parks, apparel manufacturing projects, and spinning investments, have positioned the state as an emerging destination for textile production and value-added manufacturing.

Industry experts believe that converting the former spinning mill into a modern textile cluster could help create an integrated manufacturing ecosystem, supporting activities ranging from fabric and garment production to skill development and ancillary services. Such a model would enhance supply chain efficiency while encouraging new investments in the region.

The revival of the site is also expected to address long-standing demands from former workers and local communities who have advocated for the productive reuse of the closed facility. By leveraging existing industrial land and infrastructure, the government aims to accelerate project implementation while creating sustainable economic opportunities for the district.

The initiative reflects Odisha’s broader strategy of building a competitive textile sector capable of attracting domestic and international investments while contributing to employment generation, industrial growth, and regional economic development.
