Textiles Ministry Reviews ITADC Rollout, Highlights ATUFS Impact

The Ministry of Textiles has reviewed the ongoing transformation of existing Powerloom Service Centres into Integrated Textile and Apparel Development Centres (ITADCs), a key initiative aimed at creating one-stop support hubs for textile entrepreneurs, MSMEs and stakeholders across the textile value chain.

The review was conducted during a high-level meeting chaired by Union Textiles Minister Giriraj Singh, along with Textiles Secretary Neelam Shami Rao, Textile Commissioner Vrunda Manohar Desai and senior ministry officials.

The revamped ITADCs are being developed as integrated centres offering a wide range of services, including skill development, product testing, design support, technology adoption, entrepreneurship development, credit facilitation, export promotion and market linkages. The centres are intended to help textile businesses at every stage, from incubation and product development to market expansion.

During the first quarter of FY 2026–27, the ITADCs trained more than 1,170 individuals and reached nearly 1,770 textile units through outreach programmes. They also facilitated institutional credit, strengthened e-commerce linkages, encouraged product-led entrepreneurship and promoted the commercialisation of sustainable and emerging fibres such as bamboo, hemp, flax, banana and pineapple.

The meeting also reviewed the performance of the Amended Technology Upgradation Fund Scheme (ATUFS), which has supported 10,061 textile units with subsidy assistance of ₹2,776 crore, leveraging investments of more than ₹53,121 crore.

According to an independent impact assessment, the scheme has enabled the installation of nearly 6.7 lakh benchmarked textile machines and generated approximately 3.6 lakh direct jobs. The assessment also found that every ₹1 crore of subsidy attracted nearly ₹19 crore in private investment.

The report further highlighted that 46% of the total subsidy was utilised by the weaving sector, while composite textile units accounted for nearly 1.7 lakh jobs, representing 46% of the total employment generated under the scheme. These findings underline the role of ATUFS in driving technology modernisation, productivity improvement and employment growth across India’s textile industry.
