New textile parks spanning over 326 acres aim to attract investment, generate employment, and strengthen the state’s textile value chain.
The Uttar Pradesh government has approved the development of five new Textile and Apparel Parks as part of its strategy to transform the state into a major hub for textile and garment manufacturing. The initiative is expected to attract significant industrial investment, boost production capacity, and create large-scale employment opportunities across the state.
The proposed parks will be established under the Sant Kabir Textile and Apparel Scheme on a public-private partnership (PPP) model. Under this framework, the government will provide land and essential infrastructure, while private investors will be responsible for setting up manufacturing facilities and operational infrastructure.
More than 326 acres of land have been earmarked for the project across five districts—Varanasi, Amroha, Bareilly, Sant Kabir Nagar, and Bijnor. The state cabinet has approved the transfer of the land parcels, clearing a key step toward implementation and enabling the projects to move into the development phase.
The textile parks are planned as integrated manufacturing ecosystems, bringing together activities such as spinning, weaving, dyeing, processing, garment production, packaging, and logistics within a single location. This integrated approach is expected to improve operational efficiency, reduce supply chain costs, and enhance the competitiveness of textile manufacturers operating in the state.
Infrastructure development has already begun for some locations. In Varanasi, road connectivity projects are underway to facilitate transportation of raw materials and finished goods. Plans also include dedicated power infrastructure, water supply systems, drainage networks, and common facilities such as testing laboratories and quality control centres to support both domestic and export-oriented manufacturers.
The government is currently pursuing environmental and regulatory clearances while preparing tender documents for the appointment of master developers. Industry stakeholders are also being consulted to ensure that the parks are aligned with market requirements and investor expectations.
Once operational, the parks are expected to generate substantial employment opportunities across manufacturing, logistics, maintenance, and ancillary services. The initiative forms part of Uttar Pradesh’s broader industrial development agenda and is aimed at strengthening the state’s position in India’s textile and apparel sector while enhancing its participation in global supply chains.
